Partial Scope Agreements (AAP) Extension of the agreements with Paraguay ang Uruguay
PARTIAL SCOPE AGREEMENTS (AAP) The Andean Community goal is to make a pact of a free trade area with MERCOSUR. Brazil offered the CAN to negotiate a 4 to 1 agreement (CAN-BRAZIL) within the next three months, which deadline is June 30, i.e., to finish the Partial Scope Agreements. Uruguay and Argentina proposed an extension of the bilateral preferences agreements (AAP) with the Andean Community, till the end of 1999. This means that the Mercosur countries temporarily keep aside from the negotiations with the CAN. Due to its politic crisis, Paraguay hasn't declare anything.
EXTENSION OF THE AGREEMENTS WITH PARAGUAY AND URUGUAY (validity: January-August 2001) In December 31st, 2000 the Extention Protocols AAP.CE 28 with Uruguay and 30 with Paraguay were authenticated. Economic Complementation Agreement No. 28 between Ecuador and Uruguay The ambassadors of Ecuador and Uruguay, duly accredited by their respective governments before the ALADI, CONSIDERING the need to preserve and enlarge the trade flows between both countries; and REAFFIRMING the will to continue the negotiations of an economic complementation agreement among the MERCOSUR and the CAN member coutnries in order to conform a free tradae area, THEY AGREE: Unique article: to extend from January 1st, 2001 to August 31st, 2001 the validity date of preferences agreed between Ecuador and Uruguay included in the Economic Complementation Agreement No. 28. If before August 31st, 2001 an economic complementation agreement is subscribed between MERCOSUR and the Andean Community, the Economic Complementation Agreement No. 28, preferences agreed in it, and their protocols will became void from the validity date of the former one. The ALADI's General Secretariat will be depository of this agreement, of which it will send certified copies to the signatory parties. IN WITNESS WHEREOF, the corresponding ambassadors subscribe this protocol in the city of Montevideo, in December 31st, 2000, in one original.
